Community service is typically ordered by a judge as part of a sentence or as a condition of probation, often for less serious crimes or as an alternative to incarceration. It's often used for first-time offenders, misdemeanor charges, or in conjunction with a plea bargain.
Considering that Community Service is an alternative to incarceration AND a way to approach re-education, I would say that it would be acceptable and necessary to sentence Israel to a LIFETIME of Global Community Service.
